COOK COUNTY TO HOLD HEARINGS THIS WEDNESDAY
The Finance Committee of the Cook County Board of Commissioners will be holding a hearing on Wednesday, October 17, 2007, at 9:30 A.M. in the Board Room, Room 569, County Building, 118 North Clark Street, in Chicago, to consider the 2008 Executive Budget being made available for public inspection, the proposed revenue (tax increases) ordinances, and the schedule of meetings for the purpose of conducting hearings on the budget. These proposed revenue ordinances may include the proposed taxes on natural gas and electricity. CICI will be attending the hearing.
If your facility is in Cook County and you haven’t done so already, it’s absolutely vital that you contact your Cook County Commissioner and urge them to either vote against the proposed taxes on natural gas and electricity or create an exemption for all natural gas and electricity used in production/manufacturing process.
These commissioners need to hear from you – their local employers as well as your employees – as to how devastating these proposed energy taxes will be to your company and your employees.

“7% SOLUTION” NOW LAW FOR ANOTHER 3 YEARS
The Senate today voted overwhelmingly 55 “YES” to 1 “NO” to override the Governor’s Amendatory Veto (AV) of the so-called 7% solution bill. As the House of Representatives last week voted 92 “YES” to 19 “NO” to override the AV, the bill is now law. The bill that landed on the governor desk extended the assessment cap on residential property for three years with the maximum exemption to be $30,000. After three years the assessment cap would expire. As CICI has reported before, Governor Blagojevich tried to make the situation even worse by amendatorily vetoing the bill, increasing the assessment cap to $40,000 and making it permanent.
While CICI and the business community has been fighting all year to permanently rid the county of this assessment cap, the bill, HB 664 (Currie, D-Chicago) ended up containing so many feel good property tax measures that made it virtually impossible for lawmakers to vote against. This cap has placed a heavy tax burden on businesses by shifting costs from residential property to commercial and industrial property.
While opposed to the original bill, CICI and the rest of the business community supported the override of the Governor’s AV because it was a better bill than the Governor’s proposed solution. CICI will continue to oppose any attempt to further increase this assessment cap or make it permanent in future legislative sessions as Governor Blagojevich has promised.

LEGISLATIVE & REGULATORY MEETING AT PRAXAIR ON OCTOBER 18
CICI’s next Legislative & Regulatory Affairs Committee meeting will be held at Praxair in Burr Ridge, IL, on October 18, 2007. The meeting will start at 9:00 am. All CICI members are invited and encouraged to attend. Topics will include relevant discussions on the state budget, proposed taxes and fees, air emissions rules, and many other regulations affecting the industry.
